Changes: Colorado and Rhode Island move to Tier 3, because their rules don't guarantee a class of its own. Mississippi moves to Tier 2 under a new 2026 law that starts with the class of 2032. New Hampshire's standalone class starts with the class of 2030, not 2027. Maine moves to Tier 3, and Wyoming and DC move to Tier 4, to match our tier definitions. We also fixed details for Montana, Michigan, Connecticut, Maryland, Illinois, Washington, Wisconsin, Nebraska, and bill statuses in Missouri, Ohio, and New Jersey. Georgia and Pennsylvania are striped on the map because we couldn't confirm their first graduating class.",
